“企业型政府” ,或称“企业家政府”、“企业性政府”和“企业家精神政府” ,是近几年行政改革和学科研究领域出现频率较高的一个概念 ,有学者甚至将其作为取代官僚制、建立政府新范式的代名词。然而 ,人们对其语义的理解和概念的确立很不一致 ,而且存在一定的误解。本文拟从源头入手 ,分析西方学者对“企业家”和“企业家精神”的各种阐释 ,梳理它们在本质意义上与“企业型政府”之间的关系 ,并就“企业型政府”的意涵进行约定和界说

Semantic Interpretation and Definition of Entrepreneurial Government

Entrepreneurial government" is a term appeared very often in administrative reform and field of subject research in recent years. Some scholars even consider it a synonym for replacing bureaucracy and building a new mode of government. Nevertheless, there are different understandings of its semantic meaning and formation of the concept and also there are some misunderstandings. This article tries to analyze from its origin various interpretations of "entrepreneurs" and "entrepreneurship", to straighten out their relations with "entrepreneurial government" in the essential meanings and also to define the latter.
