试析WTO与中国“三农”问题和户籍制度改革

随着中国加入WTO ,我国传统的“三农”问题 ,即 :农业、农村、农民问题进一步凸现出来 ,传统的“二元”户籍制度已经成为阻碍我国经济持续发展的大问题。2 0 0 1年 10月 ,国务院批转了公安部《关于推进小城镇户籍管理制度改革的意见》这是户籍制度改革的重大举措。但是 ,参照国际上通行的户籍管理办法 ,逐步放开包括大、中城市的户籍身份限制 ,才能承担起中国上亿之众的农村剩余劳动人口的任务。

On WTO,Problems in Agriculture,Countryside,Peasants and Residence System Reform in China

With the entry of WTO, the old problems in agriculture, countryside and peasants in our country are continuously expanding, which caused the traditional "TWO Units" residence system to hold up the economy.The issue `On Pushing forward the Reform on Residence System in Small City and Town' from Ministry of Public Security, an important measure in the field, was approved by the State Council in October 2001. But according to current ways of residence system in the world, only releasing the residence limitation in big and medium city can the system be responsible for hundreds of millions of surplus labor forces in China countryside.
