| 摘 要： | 由于内外政治分离而产生的大量置于各国管辖权以外的全球性问题,不仅是21世纪国际政治,同时也是各国国内治理面临的共同问题。全球治理呼唤新的全球合作形式和解决方案。内外政治互动的三种方式分别是内外政治互为支配的一元论、内外政治并行独立的二元论和内外政治相互合作的二元协调论,其中,内外政治二元协调是中国对外关系的一种独特模式,这一模式贯穿着中国参与全球治理的进程,确保了中国以合作和负责任态度处理全球性问题,促进了全球治理和国内治理在结构上的相互支持。
