仪式、关系与基层治理中的政治信任机制建构——以“万名干部进村入户”为例

当前我国公民的政治信任呈现弱化趋势。由各地党委和政府推动的干部下乡活动可以视为政府自我调整或矫正的标志性动作之一。它既是共产党群众路线的当代延续,也是维稳政治的现实需要,更是国家在基层治理中建构政治信任的路径之一。如果将干部下乡活动作为国家＂政治仪式＂来考察,我们可以发现,这种旨在建构政治信任的＂仪式＂背后国家权力的运作策略和机制以及＂仪式＂展开过程中出现的某些意外后果。而以＂关系＂的视角从微观上考察这一下乡活动,我们发现,在基层治理中建构政治信任的困境不仅来自于＂关系＂双方主观方面的理性计算,也来自双方客观上的社会距离,更在深层次上与某种泛家族主义观念相关。

Ceremony,Guanxi and the Establishment of the Political Trust System in the Grassroots Governance:Taking the Case of Cadre’s Practice of Going down to the Countryside

At present the political trust of Chinese citizens tends to be weakened.The cadre’s practice of going down to the countryside,pushed through by the local party committees and governments,can be regarded as the symbolic major measure of the government’s self-readjustment.This practice is not only a continuation of the mass line in Party work and the real social demands for ensuring the social stability,but also one path to establish the mechanism of political trust in the grassroots governance.If the cadre’s practice was viewed as a political ceremony,it revealed the strategy and operating mechanism of state power hidden under the political ceremony.But from the perspective of Guanxi,we can find that the difficulty of establishing the mechanism of political trust in the grassroots governance lieing primarily not only in subjective rational calculation but also objective social distance of both parties,even in the idea of pan-familialism on a deeper layer.
