| Abstract: | NPM (new public management) based on the criticism to bureaucracy theory has been treated as the most valuable paradigm by most researchers in west countries. The keys of NPM are new institutional economics and managerialism. The paper analyses NPM's arising background as well as academic contributions, and the concludes Scientific Management founded by F. Taylor has great influences on NPM , including the orientation of efficiency, the idea of cooperation to get win - win and the principle of money stimulating. |
