A person called"Zhao Zan" started the taxation on tea in Tang Dynasty, but the real founder of tea administration in Tang Dynasty was Zhang Pang, who drew up the law on tea taxation that was named after him.Zhang Pang's taxation law allowed the tea grove owners to make direct deals with tea merchants.However, the whole process was subject to strict supervision of the government.By doing so, the government could establish a tea monopoly system through its indirect monopoly on tea purchases.The subsequent laws on tea taxation in the late Tang Dynasty all followed the model. The law also had a tremendous impact on relevant laws of the Song Dynasty.
