| 摘 要： | 境内外"三股势力"内外勾结,在新疆实施了一系列暴力恐怖犯罪活动,对新疆的社会稳定、经济发展造成极其恶劣影响,我们要清醒地认识到"三股势力"的破坏活动是对新疆各族人民的生存权和发展权的严重践踏。为依法严厉打击"三股势力"的破坏活动,切实保障各族人民的生存权和发展权,必须创造良好的外部环境;坚持影响新疆稳定与发展的主要危险来自于"三股势力"的正确判断,坚持发展和稳定两手抓、两手都要硬;提高信心,共同努力,加强和维护新疆团结、稳定、发展的大好形势。
