| Abstract: | Legislative initiation and referendum possess such legal characters as consolidating liberty of rights,rights checking power and achieving objective legislation.A study on the legal characters of legislative initiation and referendum helps to discover the scientific qualities of check-and-balanced legislation and then will be beneficial to the improvement of legislation quality and the perfection of socialist legal system in China. |
