| 摘 要： | 现阶段,我国农村人口老龄化问题突出,传统的家庭养老方式已经不能满足农民的现实需要。现行养老保险法虽然规定建立新型农村社会养老保险制度,但缺乏可操作性,国家对农村养老保险投入不足,养老保险基金管理不规范。建议按照以下思路构建我国新型农村养老保险制度：国家定期投入、强制保险、明确保险主体缴费份额和缴费年限、健全养老保险基金的使用管理以及与城镇基本养老保险的衔接与转化制度。
