加强县级政府社会管理职能的思考

县级政府是中国最重要的基层政府。两千多年来,社会管理一直是县级政府最主要职责,而目前我国县级政府现状还难以适应社会管理的需要。加强县级政府社会管理的根本思路在于确立县级政府地方自治特征,强化为社会和民众服务的意识,建立为本地方服务、对本地方负责的责权机制。为此,应深化县级政府体制改革,把县级政府真正建设成为服务人民、服务社会的政府,以实现社会良好治理与和谐。

Ponder over Function of Social Management of Strengthening the County Government

County-level of government is the most important Chinese grass-roots government.Over 2000 years,the social management always is the main responsibility of county government.The current status of our county government is difficult to adapt to the social management,the fundamental idea for strengthening the social management of the county government is to establish the county-level characteristics of local self-government,strengthen the social and public service consciousness,build up the local service-oriented and the local responsible duty authority mechanism.According to this way,it is necessary to further strengthen the system reform of county government,and reconstruct the county government to really serve the people and service the society,which could achieve good governance and harmonious society.
