| Abstract: | The Party's primary organization is an important base of the ruling Party. Since the 4th Plenum of the 14th CPC Central Committee, the construction of rural primary organization of the Party has made remarkable achievement, but there still exists the problem of unadaptability. In the new historical period, we must strengthen rural primary organizations of the Party in order to adapt the development and changes of the new situation. |
