| Abstract: | The prosecutors in Netherlands conclude many cases by "bargain" in the pretrial procedure; they may influence the judgment of the judges by choosing the accusation and proposing the sentence in the trial; and the prosecutors are considered as the leading actors in the criminal judicial system because of their active function in constituting and enforcing the criminal policy. |
