| 摘 要： | 警务改革有来自警察组织内外两方面的动因。由动因决定和选择的改革之路具有无可替代的优越性。文中从探求引发此轮警务改革的动因入手,反推出我国警务改革应该选择以无增长改善论为指导的融合社区警务和反应警务的政治建警模式这一优先发展之路。

| Abstract: | The police reform has motives both inside and outside of the police organizations.The reform decided and chosen by the motives has the superiority.The paper started from exploring the motive triggered the current round of police reform to anti-launch that the police reform should choose the political construction mode guided by the theory of no growth improvement integrated with community policing and response to policing. |
