| 摘 要： | 人大公民旁听制度是各级人大在工作程序上实现的一次创新和突破,是对人大行使宪法和法律所赋予的权力实行的在场监督。公民通过旁听这一“直接民主”的形式,参与到立法机关立法工作实施的“现场”,这无疑是增强人大工作民主性和科学性的重要途径。目前,我国人大公民旁听制度在实施中存在问题,今后在实践中要不断改进和完善这一制度,提高公民参与旁听的积极性。

| Abstract: | The citizen's auditing system in NPC is a innovation and breakthrough, which is realized by work process of all levels of NPC. Through auditing, the "direct democracy", the citizen can go to the scene where legislature works, and undoubtedly it is an important access to strengthening democratic and scientific nature of NPC's work.
