| 摘 要： | 服务型政府既是一种政府体制，也是政府文化的体现。新型政府伦理是新型政府模式的灵魂与生命力所在，也是政府管理体制创新的动力源泉。在构建社会主义和谐社会的背景之下，完成政府职能转型，必须立足于社会转型现实，切实解决公共服务型政府面临的问题，在构建新型公共服务伦理规范的基础上不断创新价值取向，进而实现社会公共管理体制的和谐。

| Abstract: | The servicing government is not only a kind of state system,also a kind of state culture,New government ethics is the soul and vitality,and also is the power of innovation for government management system.On the background of construction harmo- nious society,implementing the scientific thought of government constructs and completing government function transformation must base on the reality of social reforming in order to find the solution for government services.On the foundation of constructing new services ethics ,the value orientation unceasingly achieve Innovation,and then realizes the harmony of social public administration system. |
