| 摘 要： | 克服地方保护行为的首要任务之一就是设计出一套法律责任体系,从而抵消地方保护行为。这一法律体系中包含的法律责任有撤销、变更、补偿、赔偿以及行政处分、行政处罚、刑罚等。
