当代西方行政改革中公民与政府关系的新调适

现代社会中,政府为社会提供日益广泛的公共物品和服务方面的责任构成了公民与政府关系的基调,也成为公民与政府关系紧张的主要根源.当代西方行政改革在改善公民与政府关系上存在两种思路一种强调在公共服务生产领域建立市场机制,寻求政府之外的替代生产方式;另一种仍坚持政府在公共服务生产上的传统责任,强化政府的践约能力.两种改革思路在方法和手段上具有不可替代性,同时表现于改革实践中.

The New Adjustment on Relations between Citizen and Government in Contemporary Western Administrative Reform

In modern society,the government responsibility to provide society increasingly comprehensive public goods and services makes up of the fundamental relations,as well as the main origin of tension, between citizen and government.Two kinds of thoughts have been in existence in improving the citizen and government relations during contemporary western administrative reform:One kind emphasizes on setting up market mechanism in field of public services to seek substituting mode of production besides the govern- ment.The other kind still insists that government should perform traditional responsibility in public ser- vice,and strengthen government's ability of keeping a promise.Two kinds of reform thoughts can't be substituted at method and means,and have displayed in the practice of reform at the same time.
