维护职工合法权益是工会组织的基本职责,也是工会服务于党政工作大局的主要手段。工会要构建从落实职代会职权为平台的保障职工民主权利的监督机制;坚持以平等协商集体合同制度为根本的维护职工经济利益的协调机制;要深化从"送温暖工程"为龙头的为困难职工办实事的救助机制;推进以"创争"活动为主题的大力实施职工素质工程的激励机制。

Trade unions must construct a supervisory mechanism which is based on the platform of carrying out functions and powers of workers' congress to safeguard democratic rights of workers and staff members; trade unions must adhere to the coordination mechanism which is rooted on system of collective contract through equal negotiation to safeguard workers' economic interests; trade unions must also deepen the salvage mechanism which is led by the project of sending concerns to do practical things for workers with financial difficulties; trade unions must put forward the incentive mechanism which takes the activity of creation and struggle as the theme to devote major efforts to carry out the quality-oriented project of workers
