| 摘 要： | 新加坡虽是一个城市国家，常住人口仅有448．39万人，却建立了世界上公认的效率最高、腐败程度最低的公务员制度，这得益于新加坡政府自20世纪80年代以来推行的一系列公务员制度改革。了解新加坡公务员制度，尤其是近年来新加坡公务员制度的改革及发展，借鉴新加坡公务员制度实践有效的建设经验，对于完善和发展我国公务员制度，建设服务型政府具有积极的启示意义。

| Abstract: | Singapore,an urban country with only 4.5 million constant citizens,has established a most efficient and clean civil service system recognized world widely.It is resulted from a series of reform by Singapore government since 1980s.The study of Singapore civil service system,esp.its recent reform and development might offer an apocalypse for improving China's civil system and constructing a service-oriented government. |
