降低农村治安成本的思考

改革开放后 ,农村群体性事件逐年增加 ,政府的治安成本大幅度提高 ,而群体性事件的诱发因素与乡村地痞、宗族群体、宗教势力这三种社会力量的推波助澜紧密相关。要降低农村治安成本 ,除应加强对乡村“黑白合流型”恶势力的打击 ,摧毁其“保护伞”外 ,还应更新对宗族、宗教势力的观念 ,在团结教育的基础上 ,在坚持四项基本原则的前提下 ,规范管理 ,允许其处理族内、教内事务 ,在礼仪层面发展。这样不仅可以大大减轻治安工作量 ,避免政府与乡民间的正面冲突 ,还有可能减少宗族间械斗及法轮功等邪教的生存空间 ,从而降低农村的治安成本

On Lessening the Expenditure of Security in Rural Areas

The rural mass incidents have been increasing every year, and the security expenditure of the goverment has risen up significantly. The inciting factors of the mass incidents are closely related with the three social forces-the rural hooligans, the partriarchal community and the religious force. To lessen the expenditure of the rural security, we should update the awareness of the partriarchal and religious force, in addition to srtengthening attacking the rural "the convergence of Black and White" evil force and devastating the "protecting umbrella". Under the basis of education of solidarity, we should standardize control and allow to deal with the partriarchal and religious business to develop on the level of etiquette. This not only lessen the burden of security to avoid the frontal conflict between the government and country fellows to dwindle the space of existence, further to lessen the rural security expenditure.
