| 摘 要： | 《中华人民共和国政府信息公开条例》已正式施行。如何正确理解行政公开的重要意义，是理论研究的需要．更是行政法治实践的需要。从行政公开制度对当前我国行政法治建设基本价值目标之意义的角度来看，行政公开制度对于行政合法性、合理性和正当性具有重要的制度价值，因此加速完善和发展行政公开制度是我国行政法治建设的必由之路。
