论公安机关警力下沉的制度建设

公安部将2006年确定为“基层基础建设年”,其工作目标的重点之一就是总警力的85%要下沉,但实际操作中却存在一系列的问题,要实现警力下沉必须从制度上予以保障。即:一是建立新警定岗基层所、队和机关民警下派制度;二是建立科学、公平的薪酬奖励制度;三是建立优先从基层提拨任用干部的制度。我们只有建立和完善警力下沉的保障机制,才能用制度来保证基层基础建设工作长效性的实现。

On Mechanism Construction of the Police Resources Redistribution to the Grass-roots Working Units of the Public Security Organs

Ministry of Public Security has identified the year of 2006 as "Working Year of Grass-roots Police Force Construction".Within the year,one of the target works is to redistribute 95 percent of total police forces to the grass-roots working units or the first-line police task teams.However,a series of problems occurred in practical implementation.It is the working mechanism that can guarantee and further realize the police resources redistribution to the grass-roots working units of the public security organs.This mechanism includes in the following aspects as 1) to set up new fixed receiving community police stations and the first-line task forces as well as working units where the police officers working at the police departments or agencies at higher levels can be sent to work on a regular basis;2) to establish a set of scientific and fair bonus and salary system;3) to prioritize the officers working at the grass-roots levels for rank elevating and officer appointment.Only when the above-mentioned guaranty mechanism of the police resources redistribution to the grass-roots working units has been established and consummated can the basic police grass-roots force construction efforts be made sustainable and long effective.
