党的组织法基本问题研究

党的组织法是党内法规中最基础、最重要的规范,其对于从严治党及增强党的执政能力、推动国家治理现代化和法治中国建设具有重要意义。党的组织法是调整与规范党组织及其运行的规范之集合,具有独特的系统建构功能和规范功能,对党的建设和党的执政能力的提升具有重要价值。当下中国正处在改革转型和走向世界的关键时期,机遇与挑战并存,党的组织法建设要服务于中国治理模式的构建,为党的执政领导提供有效的组织支撑,同时要提高党的自我治理能力并规范其组织权力的运行。此外,现行分散的组织法规范需要进行梳理修订,以加强党的组织法体系化建设,更好发挥党的组织法的基础作用。

Study on the Basics of the Organisational Rules of the Chinese Communist Party

The organisational rules are the most basic and important regulatory framework amongst all internal regulations of Chinese Communist Party.They are of great significance to imposing stringent party regulations,enhancing the party’s governing ability,promoting the modernisation of national governance and constructing the rule of law in China.The organisational rules a collection of rules and regulations seeking to adjust and normalise the party’s organisation and operation.They serve a unique function as system construction and normalisation.They are of great value to the party’s system construction and the improvement of its governing ability.At present,China is at a critical time of reform,transformation and globalisation,where opportunities and challenges co-exist.The construction of the party’s organisational rules should serve the construction of the Chinese governance model,and provide effective organisational support for the party’s governance and leadership.At the same time,the construction of the organisation rules should aim to improve the party’s self-governing capacity and regulate its exercise of organisational powers.In addition,it is necessary to sort out and revise the existing organisational rules that are scattered,so as to strengthen the system construction of the organisational rules and to better utilise their basic functions.
