论保安的社会控制功能

作为一种社会控制的工具和手段,保安主要通过预防犯罪、对违法行为和危机事件的快速反应、弥补警力不足、收集和共享情报、影响人们的安全观和适应非传统安全的发展等方式实现其社会控制功能;保安既有社会控制的优越性,也有其不可避免的局限性,这种局限性主要体现在:保安对公众场所的大量控制会削弱正式控制力量、人员素质的参差不齐影响控制效果、公众对保安的负面认识影响社会控制的执行力。认识保安的社会控制功能及其作用机制,正视保安的社会控制功能的局限性及其对社会控制的消极影响,更有利于实现社会控制,有助于促进社会的和谐发展。

On Security Function of Social Control

As a tool of social control, security achieves its social control function through the crime prevention, rapid response to the illegal activities and crisis events, making up for police force, collecting and sharing intelligence, inlfuencing people＆#39;s security concept and adapting to the development of non-traditional security. Despite its advantages of social control, security also has its inevitable limitations. This limitation is mainly manifested as the following：the security control may weaken the formal control of public power, certain low security personnel quality impair the control effect, and negative public understanding of security cripple social control execution. Knowing the social security control function and its mechanism of action and facing up to the limitation of the social control function and its negative impact on social control will be more advantageous to realize social control and can help to promote the harmonious development of society.
