基于“数据驱动决策”理论的公安决策方法研究

数据驱动决策,是指决策者以通过相关数据分析所得到的信息和证据为依据制定决策的一种形式。运用数据驱动决策理论,将有助于减少决策失误,提高公安决策的正确性、精准性、及时性。决策前,公安机关领导要收集掌握数据,不断积累信息资源,科学管理信息资源,夯实决策基础;决策中,要分析挖掘数据,发现提炼客观规律,预测预知未来趋势,优选决策策略;决策后,要开放发布数据,引导社会认同决策,实事求是检验决策,促成竞争创新决策,从而借助数据的力量真正实现公安决策的科学化。

Study on the Method of Public Security Decision Based on the Theory of“Decision-making by Data”

Decision-making by data is a model, by which decision makers make policy based upon the analysis of known information and evidence through related data. Using the theory of “decision-making by data” will be helpful in reducing decision-faults, and improving the decision’s validity, accuracy and timeliness when carrying on public security work. Before making decision, leaders of public security organ shall collect and grasp the initial data, accumulate information resources constantly, manage information resources scientiifcally and tamp the basis of making decision; During the process of making decision, they shall analyze and research data, discover and summarize the objective rules, and predict the future direction;after making decision, they shall open and issue data to the public, guide the social identity with decision, examine decision through seeking truth based on facts, push forward decision-making by competition and innovation, thereby truly realizing the scientiifc approach to make decision upon public security work with the strength of data.
