北京奥运会与我国志愿者立法

2008年北京奥运会极大地推动了我国志愿者活动的开展,加快了我国志愿者立法工作的步伐.从1999年我国第一部志愿者立法出台,至今已有16个省市制定实施了有关志愿者的地方性法规.分析和总结我国志愿者立法的经验,以北京奥运会为契机,提出制定国务院《中国志愿者服务促进条例》的我国志愿者立法的总体思路,并对具体制度设计予以论证,以期完善我国志愿者服务法律制度.

The Promotion of Our Volunteer Legislation Owing to the Beijing Olympic Games

The development of our volunteer activities is greatly promoted by the Beijing 2008 Olympic Games,which has accelerated the process of our volunteer legislation.Since the promulgation of our first volunteer legislation in 1999,there have already been 16 provinces or municipalities constituted and applied the parochial volunteer legislation.This article makes a comprehensive analysis and summarization on our volunteer legislation,regarding the Beijing Olympic Games as a chance for progress and advancement,brings out the holistic conceit on constituting the "Promotion Regulations on Chinese Volunteer Services",which will be decreed of the State Council.This article also puts the idiographic system frame into study,trying to perfect our volunteer services legal system.
