| 摘 要： | 科学发展观是马克思主义中国化的伟大理论成果，是人类社会发展规律和经验教训的科学总结，也是中国经济、政治、文化和社会建设的重大指导方针。要实现司法鉴定事业的发展，首先要学习实践科学发展观，坚持解放思想，勇于创新。目前司法鉴定工作还处于开创阶段。统一管理是司法鉴定体制改革的基本目标和法律底线，依法抓好国家管理、社会公共管理和行政许可管理，正确处理局部和整体的关系，建立和完善司法鉴定统一管理体制，以鉴定公正促进司法公正。
