浅议公安机关执法制度建设

加强公安执法制度建设，规范基层民警的执法行为，是提高公安机关执法效率，促进执法公正，提高执法公信力的必然要求和根本途径。开展执法制度建设，要以执法问题最突出，人民群众反映最强烈，基层执法民警日常运用最广、最急需的问题为切入点，以建立、完善执法规范体系为目标，以信息化为载体，有计划、按步骤逐步推进。开展执法制度建设，要坚持以人为本、执法为民的理念，要充分调研论证，力求可操作性，要及时评估清理，保持实效性。

Preliminary Discussion on the Construction of Law Enforcement System in Public Security Organs

Strengthening the law enforcement system of public security organs and regulating the work of grassroots police are the indispensable demand and fundamental way of improving the law enforcement efficiency of public security organs, promoting the justice of law enforcement and enhancing the public credibility of law enforcement. The construction of law enforcement system should start from the most prominent law enforcement issues which people have the strongest dissatisfaction with and police officers are likely to encounter in routine work. Meanwhile, it should proceed step by step with the purpose of establishing and perfecting the law enforcement system and with the aid of information construction. We should adhere to the people- oriented principle, make full investigation and research and assess immediately to maintain its effectiveness.
