基层执政资源的整合与优化

当前党的基层执政资源面临缺失和流失的现实困境。整合与优化党的基层执政资源需要创造基层良绩,促进执政的有效性;需要扩展基层民主资源,生成执政的合法性;需要开拓基层社会资源,实现执政的和谐性;需要降低执政成本,提高执政效益,增进基层执政资源的积累,实现资源利用的最大化、最优化。

Integration and Optimization of Political Resources at the Basic Level

The CPC's political resources at the basic level are facing the problem of losing and shortage.Many factors are needed in order to integrate and optimize such resources.Firstly,the CPC members here should have good performance so as to strengthen the governing validity of the CPC;secondly,the democratic resources here should be expanded properly so as to protect the CPC's lawful political power;thirdly,the social resources here should be enlarged so as to maintain the harmonious governing of the CPC;fourthly,the governing cost here should be lowered so as to enhance the governing efficiency of the CPC.Only in this case should the political resources at the basic level be well accumulated,integrated and optimized.
