| Abstract: | State-owned enterprises cannot adapt themselves to the development of market economy unless they are in accordance with the rules of market economy. Therefore state-owned enterprises should reform personnel systems, well organize productive activities, curtail production costs, increasing productivity and enhancing competitive abilities. |
