Affiliation:Wilfried Dewachter is Professor of Political Sociology at the Cath- olic University of Louvain in Belgium and a member of the Department of Political Science in that university. His publications include: De wet- gevende verkiezingen als proces van machtsverwerving in het Belgisch politiek bestel, Carte politique .de la Belgique and De politieke zeg- gingskracht van de gemeenteraadsverkiezingen. He is currently com- pleting a study on elite circulation in Belgium.;Edith Lismont is research assistant at the Department of Political Science, Catholic University of Louvain. She was engaged in publications on the effect of election campaigns. Her current research deals with the capabilities of political opposition in the Belgian political system.;Guy Tegenbos was Research Assistant at the Department of Political Science, Catholic University of Louvain. He has written a number of articles on the power capabilities of states. He is now at the University of Antwerp.
