The Power Interaction under the Transforming Implementation Structure——The Policy Process Analysis of the Examination and Approval Institution Reform in NingBo

By analyzing the policy process of the reform of the examination and approval institution in Ningbo,the paper settled hereinafter questions: in the reform of the examination and approval institution in Ningbo,How are the minifying the examination items and criterion the government behavior going along? How many variables influence the results of the policy implementation in The Examination and Approval Institution Reform(EAIR)? What logic relation among these variables? Using the theory of transforming the implementation structure,the paper explained the policy process of the reform of the examination and approval institution in Ningbo.The author figured out that the implementation structure of EAIR was always transforming,in the implementation of EAIR,it existed the power interaction between the policy maker group and policy implementation group.The implementation structure transforming and the power interaction were the main factors which influenced the results of EAIR.In the case of implementation the reform policy of the examination and approval institution in Ningbo,the implementation structure of the minifying the examination items began with the model of "limited decentralization of power",then transforming to the model of "limited decentralization of power and the relationship dominant",and transforming to the model of "limited decentralization of power" again at last.In the different implementation structure,the participate groups changed the way of using the power resource in policy implementation.It influenced the results of EAIR.
