基于行政评价的行政权规范研究

行政评价是源自行政系统内部对行政活动作出的自我评价，通过行政评价可以衡量行政行为的好坏。行政评价的结果伴随着奖励与惩罚，以此来激发行政主体的自我规范和自我约束意识，实现行政主体的自我纠错和自我提高。行政评价作为行政自制理念的实践机制，是在行政自制的框架下构建行政系统内部的评价体系，通过在源头上遏制行政行为的违法或不当，有效地对行政权进行规范。
