| 摘 要： | 实现经济增长方式从粗放型向集约型的根本转变,必须改革作为粗放型增长方式基础的旧体制,这是经济增长方式转变的关键性环节。同时,科学技术对经济增长的贡献越来越大,使科技进步和创新成为经济增长方式转变的根本性因素。
