| 摘 要： | 既然被害预防是以减少被害人和潜在被害人自身的诱发因素和犯罪条件的预防方式,那么,没有对被害人和潜在被害人的被害教育,被害预防就难以实施。被害教育是被害预防的最基本的措施和前提。政府应当制定切实可行的被害教育计划,增强公众预防被害的责任感,帮助公众树立被害预防观念。

| Abstract: | Now that victim prevention is a manner that control crime factor and term of victim and potential victim,victim prevention can't be carry out without victim education to victim and potential victim.Victim education is the basic measure and premium of victim prevention.The government should make out a schedule to enhance sense of responsibility,cultivate victim prevention concept and improve the skill. |
