| 摘 要： | 经济欠发达地区公安机关应当以一种积极的态度,把加入WTO看着是促进公安工作改革和发展、进一步加强队伍建设、彻底转变观念和工作作风的机遇。其中,尤其要把转变思想观念和工作作风,作为现阶段适应性调整的重点。具体则是要明确一个目标、树立四种意识和强化三种职能。
