韩国落后地区开发政策特点及启示

为应对伴随城市化出现的不同空间层次落后地区问题,韩国政府逐步确立县域层次以开发促进地区开发事业、乡域层次以边远地区综合开发事业、村域层次以岛屿综合开发事业和山村综合开发事业为基础,结合各种特殊、专门性开发事业的落后地区开发政策体系,并且为提高政策效益,韩国政府注重制度化、系统化、综合性、环境理念、中央财政支援。韩国政策实践所得最大教训可数尽早启动落后地区开发,以免“积重难返”。

On the Characteristics of Development Policy for Backward Regions in South Korea and its Enlightenment

For overcome the backward region's problems presented in different scale following the urbanization, South Korea government gradually established development policy system that based on the development program of region reclamation promotion in county level, of back country synthetic reclamation in township level, of islands synthetic reclamation and mountain village synthetic reclamation in village level, and combined with many kinds of special development program. For raising the efficiency of policy, South Korea government laid stress on the institutionalization, systematization, synthesis, environmental protection, supporting by center government. The most important instruction of South Korea's policy experience is to start development policy for backward region as soon as possible.
