| 摘 要： | 干部管理制度对政策执行有着重大影响。“下管一级”的干部管理制度增强了地方干部错误执行政策的可能性;干部岗位目标管理责任制加剧了政策失真风险;干部交流制度客观上导致大量的政策短期行为。提升我国政策执行力必须健全公务员制度、落实领导干部民主任用制以及完善干部政绩考核制度。

| Abstract: | The system of carders management has great influence on the implementation of policy.The system "supervising next class" increases the possibility of wrong implementation of policy made by local carders;the goal responsibility system for definite posts raises the risk of policy distortion;carders exchanging system leads to many short-termed administrative performances.It is of great necessity to improve the managing system,promoting system and performance evaluating system of the carders in order to enhance the efficiency of policy implementation. |
