This article deems that the function of the trade unions at the non-public-owned enterprises should be greater and more important thant the function at the non-public-owned enterprises from the characteristics between the relation of the property rights of the non-public-owned enterprises and the labor relations. But as a matter of fact, the trade unions at the non-public-owned enterprises are lack of having the status it should have, so, the trade unions at the non-public-owned enterprises do not play its own role. Therefore, we should further strengthen and enforce the trade union organization construction and cadre training at the non-public-owned enterprises, and we should improve the trade union work at the non-public-owned enterprises to one new higher level.
