| 摘 要： | 政党的兴起有利于公共利益的实现,但由于政党的阶级性与先进性的差异使公共利益难以完全实现。我们党的阶级性和先进性必须要保障和实现人民的根本利益,因此,我们要设计良好的制度和机制,保障和实现人民的利益。
