| Abstract: | Under our existing prosecuting system, arrest and prosecution are executed by different units. This thesis proposes a new approach to the issue, i.e. combined powers of arrest and prosecute, and focus on the advantages this new approach may bring, another part is to predict it's possible side effects and precaution. |
