劳动关系协同治理:京津冀的治理实践与完善

京津冀协同发展成为国家战略,劳动关系领域的协同治理亦成为现实选择。顶层设计、区域协同发展、新型劳动关系涌现以及信息科技发展构成了京津冀协同发展的运行机理。三地行政部门出台了一系列政策文件,搭建了劳动关系协同治理的层级框架,构建了跨区联动机制,拓展了跨区劳动力对接协作机制。京津冀劳动关系协同治理呈现出政策推动、问题导向与共赢逻辑的运行表征。协同治理强调组织形态的网络化特征,京津冀劳动关系协同治理需要构建一种多元参与的网络化治理场域。

Collaborative Governance of Labor Relations:Governance Practice and Improvement of the Beijing-Tianjin-Hebei Region

The coordinated development of the Beijing-Tianjin-Hebei region has become a national strategy,and collaborative governance in the field of labor relations has become a realistic choice.The top-level design,regional coordinated development,the emergence of new labor relations and the development of information technology constitute the operational mechanism of the coordinated development of the Beijing-Tianjin-Hebei region.The administrative departments of the three places issued a series of policy documents,established a hierarchical framework for collaborative management of labor relations,constructed a cross-regional linkage mechanism,and expanded a cross-regional labor docking cooperation mechanism.The coordinated management of labor relations in Beijing,Tianjin and Hebei shows the operational characterization of policy promotion,problem orientation and win-win logic.Collaborative governance emphasizes the networked characteristics of organizational forms.Collaborative governance of labor relations in the Beijing-Tianjin-Hebei region needs to explore a multi-participated networked governance field.
