健全提高党的执政能力和领导水平制度的着力点

基于党的十九届四中全会精神,健全提高党的执政能力和领导水平制度,要聚焦坚持民主集中制、健全科学决策机制、改进党的领导方式和执政方式、完善担当作为的激励机制这四个着力点展开。坚持民主集中制,要围绕着善于集中正确的意见和正确地集中意见、坚决维护党中央权威和集中统一领导等展开;健全科学决策机制,要围绕着坚持民本决策、强化决策调研、深化决策论证展开;改进党的领导方式和执政方式,要围绕着健全“三执政”的制度体系,增强各级党组织的政治功能和组织力等展开;完善担当作为的激励机制,要紧扣为官“不想为”“不敢为”“不能为”,着力解决担当作为的深层次问题。

The Focus of Perfecting on Improving the System of the Party’s Governing Ability and Leadership Level

Based on the spirit of the Fourth Plenary Session of the 19th CPC Central Committee,in order to perfect on improving the system of the party’s governing ability and leadership level,we should focus on the following four aspects:adhering to democratic centralism,improving the scientific decision-making mechanism,improving the party’s leadership and governing methods,and improving the incentive mechanism of taking on responsibility.To adhere to democratic centralism,We should focus on how to collect right opinions and collect opinions correctly,focus on how to maintain the authority and leadership of the Party Central Committee.To improve the scientific decision-making mechanism,we should focus on adhering to people-oriented decision-making,strengthening decision-making research and deepening decision demonstration.To improve the Party’s leadership and governance methods,we should focus on improving the system of“three governance”and enhancing the political function and organizational power of Party organizations at all levels.In order to improve the incentive mechanism of taking on responsibility,we should focus on“don’t want to do it”,“don’t dare to do it”and“can’t do it”,and strive to solve the deep-seated problems of taking on responsibility.
