城区社会治理的碎片化分割及其矫治——以北京市房山区治理创新实践为例

城区是城市基层治理改革的节点。我国城区社会在由管理向治理转型中,面临着治理空间、治理信息、权力体系、利益结构和文化愿景的碎片化困境。在整体性治理理念下,房山区通过组团式发展、建立枢纽型社会组织体系、构筑网格化信息管理平台等措施,对空间、权力、利益、文化、信息进行协调整合,逐步建立了具有高灵敏性、快回应性、广参与性的城区社会治理体系。与此同时,要通过有机整合、精准配权、理念创新来规避治理实践中的机械整合、模糊集权和治理内差等诱发的困境。

The Fragmentation of Urban Social Governance and Its Transition——Taking the Practice of Governance Innovation in Fangshan District of Beijing as an Example

Urban area is the node of urban grassroots governance reform.In the transition from management to governance,China’s urban society faces the fragmentation dilemma of governance space,governance information,power system,interest structure and cultural vision.Under the concept of holistic governance,Fangshan District has promoted a high-level integration of space,power,interests,culture and information through group-type development,establishment of a hub-type social organization system,and construction of a grid-based information management platform.Sensitive,fast-responding,and widely involved urban social governance system has been gradually established.At the same time,it is necessary to avoid the dilemma induced by mechanical integration,fuzzy centralization and governance internality in governance practice through organic integration,precise distribution,and concept innovation.
