论群体性突发事件人群控制的一般原则

目前,中国社会转型过程中的群体性突发事件呈急剧上升的趋势,因各类矛盾引发的群体性事件的频率、范围及危害程度都可能成为危害和威胁社会稳定和国家安全的新动向、新问题。所以,必须引起全社会的高度关注。应从巩固执政党的执政地位,维护国家稳定的高度,积极采取有针对性的防控、管理、处置与指挥措施,坚持人群管理、控制的规范性原则;坚持在党委、政府统一领导下,会同责任单位主管部门的处置原则。

On the General Principles of Crowd Control in Emergent Group Events

At present, emergent group events tend to increase rapidly in the process of social transformation in China. The frequency, scope and harm of group events triggered by various kinds of conflicts may become the new trend or issue which can damage and threaten the social stability and national security and has drawn public attention. The prevention, management, disposal measures shall be taken accordingly to consolidate the status of the ruling party and maintain the national stability. The principle of adhering to crowd management and control and the principle of leadership of party committee and government together with responsible units shall be adopted.
