论提升我国粮食综合生产能力保护机制——以江西为例

提高农业综合生产能力既是确保国家粮食安全的物质基础,又是促进农民增收的必要条件。在受人口刚性增长、国内消费升级、城市与工业用地拓宽以及灾难性气候等因素的硬约束下,在农民种粮积极性、农业技术推广应用、抗灾减灾能力、服务网络体系等多种能动性因素的制约下,未来国家粮食综合生产能力受到严峻挑战。以江西为例,粮食主产区能否继续为平衡国内粮食供应做出重要贡献,关键看其综合生产能力保护机制建设的成效。

For an example of Jiangxi, Whether it can make great contribution to the balance of domestic supply of grains depends on the effectiveness of the protection mechanism for the comprehensive production of main produ cing areas.
