| 摘 要： | 政府与市场的关系问题是发展社会主义市场经济过程中很重要的一个问题。公共财政为规范政府与市场的关系提供了依据。政府对市场的干预应在市场“失效”的范围内 ,因此 ,应该明确界定政府与市场活动的空间 ,优化公共支出结构 ,加强法规法制建设 ,实施有效的宏观调控 ,使政府与市场真正形成合力 ,共同促进社会经济发展。

| Abstract: | The relation of market and government is an important issue in the course of socialism market economy. Public finance has provided the answer to standardize the relation of market and government .It is necessary to make clear the space for government and market ,to optimize the public payout structure, to strengthen the regulations legal system construction, to form the joint force of government and market ,and promote the development of social economy. |
