摘    要:试图从美国矿产战略储备环境的变迁着手,通过分析美国矿产储备管理体系改革的主要方面.以期发现矿产储备外部环境变迁与管理体系变革之间的内在联动机制.研究结果表明,两者之间确实存在着一定的联动机制,并且,矿产储备管理体系自身的动态调整性,储备管理机构的协作化,储备管理程序的法定化,储备交易体系的市场化以及储备管理决策的信息化保证了储备管理体系在外部环境发生变化时朝更加高效的方向发展,从而保障了这种内在联动机制的正向效应.这种具有正向效应的内在联动机制对我国建设和完善战略性矿产储备有着重要的借鉴作用.
