| 摘 要： | 目前我国社会保障体系存在着社会保障制度发展不平衡、社会保险基金严重短缺，保障功能十分脆弱、社会保障责任划分不明确等主要问题。因此，完善我国社会保障体系应提高社会保障的社会化程度，扩大社会保障安全网的覆盖面；建立稳定可靠的社会保障筹资体系；明确社会保障责任；建立健全社会保障服务和管理体系。
