从“7·5”事件后的维稳看我区反恐防范工作机制的转型升级

＂7.5＂事件发生后,在党中央、国务院的坚强领导下,自治区党委和政府、新疆生产建设兵团、中央和国家机关有关部门、人民解放军和武警部队,紧紧依靠各族干部群众,迅速平息了事态,实现了社会基本稳定。总结维稳工作,我区反恐防范工作在维稳主体上实现了由一元单挑向多元并立的转变;在维稳手段上实现了由单一向综合的转变;在维稳基点上实现了由单位向社区的转变;在维稳机制上实现了由被动反应式向积极主动式的转变;在维稳目的上实现了从控制束缚层面向以人为本层面的转变。这些转变对建立和完善我区社会治安防控体系具有重要的指导意义。

On Transformation of Anti-terrorism Work in Xinjiang from Stability-Maintenance Work after "7·5" Riot

After＂7.5＂ Riot,with the strong leadership of CPC center and State Department,the Party Committee and government of Xinjiang,Xinjiang Production and Construction Corps,some central and local organizations and departments,People＇s Liberation Army and armed police troops,tightly depend on people of all nationalities,quickly quelled the riot and realize the social stability.Summing-up the stability-maintenance work,we conclude that the work transform to multi-factors from mono-factor in working executants,to comprehensive from monotony in working means,to community from unit in working spots,to active from passive in working mechanism and to be people-oriented from control and suppress in working aim.All these changes are of great significance to the establishment and the perfect of social order maintenance in Xinjiang.
